Brian Bailey is Director of Pensions for the West Midlands Pension Fund. He gained a degree in Chemical Engineering before qualifying as an accountant with Wolverhampton City Council where he was appointed Director of Finance in 1988, a position held with a range of other services until 2008, when he became the Fund’s first full-time Director of Pensions.

He transformed it from 130 stores with sales of £13m, to a public company with 2,500 stores and sales of over £1.2bn. By 1990, Ratner’s was the world's largest jewellery retailer with profits in excess of £120m.
